Drop `cargo rustc` in favor of using $RUSTFLAGS

cargo rustc only passes the given arguments to the linking rustc,
not any building rustc calls, which is not generally what we want.

This further reduces `liblightningjs_release.wasm` from 2.4MB to
2.3 MB.
