Add an HMAC to OffersContext::OutboundPayment

When receiving an InvoiceError in response to an InvoiceRequest, the
corresponding payment should be abandoned. Add an HMAC to
OffersContext::OutboundPayment such that the payment ID can be
authenticated prior to abandoning the payment.
