Cache local_commitment_tx in OnchainTxHandler

As transaction generation and signature is headed to be moved
inside OnchainTxHandler, cache local_commitment_tx signed by remote.

If access to local commitment transaction is needed, we extend Onchain
TxHandler API to do so.
